The Rapier is designed for killing small ships and excels the best of any other ship for killing smaller hulls than itself. It actually doesn't. The rapier is good at webbing for a fleet (with interdiction links and faction webs) but is actually hilariously bad at fighting anything itself. I've seen plenty of guys slap a rapier around in a wolf or dual prop taranis. The webs mean that the rapier can hit its target, but it still does practical no dps and has very minimal tank. It is a gang ship only, and its only used there because its basically the only tool for the job. They die a LOT. Bring your frig of choice and I bring my Rapier? Seriously don't take this personally but shield buffer or armor buffer , any Rapier with a/cs will ****slap any frig. Only exception is a dedicated fleet fit without point (frig escapes maybee) or with artilleries (frig might win if it outlives the drones). Out of blobfitted Rapier caught with his pants down, forget about it.
I thought that too. Then a corpie of mine came back with a mail for a rapier he nailed in his wolf. And another one he got in his jag. And another one. And I said, wow, you have balls dude. And he said 'Nah man, they just die'. Seriously. Remember, those drones die basically instantly to small guns, and while ACs may hit, you have frigate level dps, which gets dropped further by sig.
If you start out 40km away, then the frig doesn't win, of course but then he just warps out. If you land JUST within long point range, your guns can hit but will likely be past falloff and so achieving nothing fast, pretty much ending in stalemate. If you land within scram range, then a fast frig will wreck your ****. Fun fact: With two navy webs on it, a jag or a taranis is faster than you without your mwd. And either of them can get in real close where you can't track a damn thing a pull you apart.
It takes a skilled frig pilot to genuinely hunt rapiers, but honestly all the advantages are on his side. You'll find it near impossible to hold a frig solo if he doesn't want to fight, and he can just duck and weave warping in and out until he lands where he wants and you can't do a damn thing about it.
